Reminds me of the intro to the long-running German TV crime series “Tatort” (“Crime Scene”).
Moves were made to replace it with something more modern (after a mere 38 years…). Public resistance was significant.
Possibly something to do with value for money, being a fairly parsimonious lot – the original only cost DM400 (€204.52)

The circular stone work is eye-appealing. The shadow reminds me of the film, The Third Man” because of Orson Welles’ shadow as he hides and reveals his presence to his good friend, play ed Joseph Cotton. I often think of that movie…t’was great.
